This one of the more interesting paint schemes of the Youngstown Sheet and Tube Company. I have seen a number of photos of locomotives painted in this scheme around the Campbell Works in Youngstown.

The Brier Hill Works had several Alco S-1s with this paint scheme numbered starting at 660.  Those units had "The Youngstown Sheet and Tube Company" spelled out under the large "Youngstown" on the carbody.  YS&T also had some S-2s in the 1000 number series which worked at Campbell.  Later on some remote controlled units were purchased which did not have the YS&T name spelled out.
